No, I'm pretty sure information about detached scans is kept in memory
and hence is lost when the server is restarted. The closest you can get
is to restore the last session before the reboot, provided you enabled
session saving, but that will only resume a single instance of a scan
from where it left off.
This is one reason why I launch recurring scans out of cron.
