port_range dose not work

Hi all!
I have been installed nessus 2.012 on FreeBSD 4.10.
I have some problem in defining port range for scanning.
I restrict the port range for scan by changing 'port_range' in nessus
clinet config file and even in server config file in
etc/nesses/nessus.conf, but the resulted file contains more than the port
range!
For example I set the port_range to 23, or 1-80 but always it covers port
over that, e.g 500, 587 and even ports over 1024 like 2041.
I even test this by set 'unscanned_closed=yes' in config file but has no
effect!
How can I solve this problem? If it is necessary to active nmap port scanner?
If nessus scane the port range by itself or by nmap?
