Oops. It merges the content of nessus-services with /etc/services
NESSUS_SVC_READS_ETC_SERVICES is defined in
nessus-libraries/libnessus/services.h

Out of date file maybe? Or bug / forgotten feature in the installer?
nessus-services should be copied to $CONF_DIR/nessus-services
CONF_DIR = sysconfdir = $prefix/etc
$prefix/var/nessus/services.txt is only useful for debug IIRC.
