If by manually you mean something other than running
nessus-update-plugins at a commandline as Josh suggests, the
better approach would be to configure nessus-fetch to go
through a proxy, if possible.
Alternatively, copy the plugins over from another Nessus
server in your organization. Or install Nessus on a second
host so that you can run nessus-update-plugins and then copy
the plugins over from that host.
As a last resort, you can retrieve
http://www.nessus.org/nasl/all-2.0.tar.gz as Tobias suggests
although that only gets you the GPL feed, which includes a
limited set of plugins.
